Open licensing is about allowing broad reuse of educational resources. It typically enables people to use, modify, and share the material with relatively few barriers—often as long as they follow simple conditions like giving attribution or sharing any derivatives under the same licensing terms. This freedom to adapt and redistribute is what makes open licenses especially valuable in education, because teachers can tailor materials to their students’ needs and share improvements with others.

In contrast, proprietary licensing keeps tighter control with the creator. Copying, redistribution, and adaptation are restricted, and you generally must obtain explicit permission (often involving payment or adhering to strict terms) to reuse or alter the material. That contrast is what makes the statement about open licensing allowing modification and redistribution with fewer restrictions, while proprietary licensing limits copying, redistribution, and adaptation, the best summary of the difference.
